I have wowroster 2.1.0 installed an working under xampp, but when i try to add the addon armorysync i get the error "Curl not detected armory sync may not work!!!!! Queries were not successfully added to the installer" i have the cache folder permissions set and it didnt make a difference. I have tried older versions and newer versions and i still get the same error. I also copied the file over the one in the lib folder.
right now the addon version is 2.7.1.474. when i goto the roster file validator it says on the right "not in the svn" yet when i go an look those files are there.

again this is using xampp, everything else is working fine. I may even just wait untill you release the the new profiler that you have been working with as it really looks nice.

Note:
I am not for sure if there would need to be a specific port open for it to go to the armory site to get info? or if that would cause the error.

I think the current version of Armory Sync doesn't work since Blizz took down the old armory.
Armory Sync needs to be updated to use the new API for the armory.

As for the CURL error, I would suggest searching on how to enable it with xampp.
