Firstly, Roster 2.0 is in beta
Roster 2.0 is the first version that supports templates/themes
Roster 2.0 has partial template support
Meaning, only he header, footer, and the menu are currently templated

Addons can use the template system, news and armorysync are addons that use templates

This was added mainly to allow addons to use templating, but Roster is still mainly not templated and it would take many hours to separate the display from the code

The header, footer, and menu were templated so those who port Roster, or wrap roster in another design, can do so more easily

No one has made another theme for Roster as of yet
In fact UniAdmin has full template support and no one has made themes for it either
