This means: if yours is shown : UP and ok, the it will stay up like that.
When is shows down, the it will stay down – you can’t do anything about it.
The algorithm that being used has to have at least ONE good ‘decode’ being done to have it stored locally – and accepting the results.
Otherwise, it uses the last know result.
Meaning: yours was up on the last valid check: it stays up.
It was down (because you just installed it – or it synced when your realm was down at that very moment) that it stays down.
Why ?
Blizzard, in all its greatness and ever ongoing quest for progressing decided to change the format of the file that indicates the state of your realm.

These URLs are still valid, but the file being send back isn’t.
The actual parser can’t make anything out of it.
A new type of XML is being proposed, and one of the roster utility files (realmstatus.php ) of Roster 1.7.3 and Roster Beta 1.9.9.xxx has to be re-written partially.
For 1.9.9.xxx owners, a new SVN will be proposed soon.
For 1.7.3 owners, a rewritten realmstatus.php file will be posted.
