And now my problem: I installed roster 1.7.3 without any problems but now in the RosterCP Main config there is no function and Addon config panel! There is only a change roster password panel.

Roster 1.x does not have a separate addon configuration panel. You just install the addon files, then the button will show up. If the addon has graphical configuration or an installer it will usually launch when you click its button, but more often you have to install a .sql file yourself before you can use the addon.
