I love the SigGen but missing some stuff, don't know if it's planned to arrive when the big roster update comes online

my question is now if it is possible in the future that the rosteradmin creates a standard sig but that everyone can change it for themselves

I think it would be only possible if you connect the roster with a phpbb that allows you to use a login so that you can't change the sigs of other ppl.
(or use a autologing that phpraid uses now)

is the siggen addon that flexible?

SigGen in its current form isn't very flexible

I am, however, working on a new version that will make it easier to add almost an unlimited amount of information on the signatures
It will support themes and the users can create new themes without logging in (since there is no user auth in Roster, theadmin will be able to approve them first)
Then to use that theme on your sig or avatar, they just append t=## where ## is the theme id

I will try to have this out when Roster 1.8 is released, but it may be a week or two after 1.8 is released
