It seems in german localization the umlaut's are not correct escaped. i get "?" instead of "Ü" and so on. I have modified the localization.php to fix this. I also modified the german localization.php to be closer to a german dictionary

The biggest change is the word "Semiaktiv" that was changed to "Neutral", which is the same for me but used more often in common language.
