I tried to download the new version but I only got the 1.2.0 version

This is my error for not knowing how the new download system works. When I update a download it changes the file I upload to the old filename, so you get 1.2.0 in the filename again. Please check inside the archive (version number defined in conf.php, last version entry in the changes list in the docs) if it is 1.3.0

EDIT: My bad, it really didn't update to 1.3. I checked the file I uploaded and it was, so something must have gone wrong on the server. I deleted the old file and reuploaded 1.3 so it should be fine now.
